Hip scarves may all look the same but there are definite variations in quality - in general, the cheaper the hip scarf, the more quickly the coins will start to fall off.

Except in some Gypsy, Tribal or Tribal fusion costumes, hip scarves are more usually worn as classwear, not in performance. On stage, you're more likely to need a bedleh or a full professional costume.
That's partly convention and partly practicality. In performance, you need to have confidence your costume will stay exactly where it's put. A tied hip scarf will always be inclined to slip down. Most people just live with it in class - but for performance, that's too risky.
If you do need to wear a hip scarf as part of a costume, the quick and easy solution is to pin your scarf to your skirt or pants once you've tied it in place. Use two pins at the front over your ovaries, and two pins in the equivalent position at the back. If it's a heavy scarf, pin it all the way through to your undies - otherwise you risk a wardrobe malfunction when the weight of the scarf pulls your skirt down!
However, the only way to be certain your hip belt won't slip is to put a proper fastening on it. That will also avoid any pressure on the embellishment on the ties, so your hip scarf will last longer.
Chiffon is too delicate to take any kind of fastener directly, so you'll need to add a backing material to the body of your scarf. You may also need to cut off the ties and re-attach them once you've added the hooks and eyes. Overall it's quite a fiddly job, and probably only worth doing if you have a hipscarf you can't bear to part with – I've never been brave enough to try it myself!
